Years ago, I spoke with a software developer who wrote database applications for government clients. His product offerings were mostly databases designed to track constituents, or schedule tax payments, or collect fines for parking tickets. He had a solution for everybody, from public schools to the tax assessor and he sold a lot of licenses because those licenses were cheap and cheap looks good on quarterly reports.

The other takeaway was the extra cost needed to simply make the original solution work as originally intended. You could also add the unintended, but foreseeable, cost of its inability to scale.
